Peter Piper over LONDON MADE, and MADE IN ENGLAND over the number 1331: this is a Peter Piper sandblast straight billiard on a vulcanite tapered stem with a fishtail mouthpiece.
It takes no filter.
Peter Piper is one of the names of the GBD house. GBD goes back to Paris in 1850 and the firm of Ganneval, Bondier & Donninger, who worked in meerschaum before they turned to briar. A. Oppenheimer & Co of London bought the business in 1902, opened a London factory the following year, and had a plant in Saint-Claude working by 1906. Under that roof Peter Piper was kept as a brand of its own, alongside Dr. Plumb's and Marcee.
Later the Paris works moved to Saint-Claude (1952), and in 1981 GBD merged with Comoy's. Pipedia notes that pipes of the house's smaller brands made in Saint-Claude were often stamped London made all the same, so the London stamp alone does not settle where such a pipe was made. The meaning of 1331 is not known, and no date is given for this pipe.
